On December 5, 2024, the Ministry of Energy, acting thought the Vice Minister, Akkenzhenov E.K. and representatives of more than 60 oil producing organizations (OPO) of Kazakhstan have discussed reforms and challenges at the website of the PetroMining Association.
An unprecedented number of OPOs had gathered, an 75% of the total number of subsoil user companies with the participation of more than 70 representatives of top management.
The main agenda of the meeting were the planned events within the framework of the signed Decree of the Head of State "On measures to liberalize the economy" and the problems of OPOs.
The Executive Director of the Association, Yaromir Rabay, voiced the main proposals required for the transparency and competitiveness of the industry and for to maintain the level of production at OPOs.

"Today, another meeting with oil producing organizations took place at the PetroMining website. I gave comments on the scheduled events within the Framework of economic liberalization. The government is moving towards comprehensive liberalization of the economy and development of market competition.
One of the key decisions taken following the working meeting was to consider bringing the raised issues of OPOs to the level of the Energy Council under the President of the Republic of Kazakhstan.
Also, in the near future, it is planned to hold a number of meetings of representatives of oil producing organizations with the participation of the Ministry of Energy, the Agency for the Protection and Development of Competition of the Republic of Kazakhstan, NCE Atameken and Kazenergy on issues of transfer pricing for exported oil, providing the domestic market with oil products, etc.
A pressing issue raised at the round table was the issue of confiscating margins from oil producing organizations through increasing excise taxes, which is being considered by the Government.
It was demonstrated that an even greater increase in excise rates would have a detrimental effect on the OPOs economy, even in the context of economic liberalization.
The Association had previously raised this issue at the Government Hour in the Majilis of Parliament.

"We have organized this dialogue in order to understand and discuss the problems of oil producing organizations based on detailed analysis. For three hours non-stop, we openly discussed all the issues of concern to OPOs.
As the Vice Minister noted, a number of important working meetings will be organized in the near future with the participation of government agencies, NPOs and our colleagues from public organizations. We believe that today's meeting is a good example of the openness of the Government represented by the Ministry of Energy.
Today, specific actions have been adopted and agreed upon. A detailed action plan based on the results of today's round table will be developed in the coming days, and we will immediately begin to implement it, summed up the head of the Association, Sayat Boranbekov.
